About Mr. Andrew


As an experienced trial advocate, Mr. Andrew has served as defense counsel for clients in the Court of Common Pleas, Family Court, and Superior Court in every county of the State. He has also served as appellate counsel for criminal cases on appeal to the Supreme Court of Delaware. In the Family Court jurisdiction, Mr. Andrew has successfully represented juveniles facing felony gun and drug offenses, to assault and driving under the influence charges. 


Mr. Andrew’s History

Mr. Andrew began his legal career in 2009, serving as Law Clerk to the Honorable Rosemary B. Beauregard and the Honorable Kenneth S. Clark in the Court of Common Pleas for Sussex County, Delaware. In 2010, he entered private practice with the law firm of Mooney & Andrew, P.A., in Georgetown, Delaware. While elevating to a Partner with the firm, his practice focused on the area of criminal defense. He served as defense counsel for capital murder and numerous serious felony prosecutions. From 2015- 2016, he served as House Attorney to the Democratic Caucus of the Delaware House of Representatives in the 148th General Assembly, drafting legislation and counseling Representatives on proposed laws affecting all areas of the Delaware Code. As a founding member of the law firm Andrew & Stevens-Gueh, LLC, in Georgetown, Mr. Andrew continues to zealously represent and advocate for clients in the criminal justice system. 

Awards and Achievements 

Mr. Andrew received the distinction as a “Top 10 Under 40” Attorney Award from the National Academy of Criminal Defense Attorneys from 2014-2016. He was awarded the “10 Best Attorneys – Delaware” Award for Exceptional and Outstanding Client Service from the American Institute of Criminal Law Attorneys in 2021. 



Born and raised in Dover, Delaware, Mr. Andrew received a Bachelor of Arts degree in Economics with a Minor in Law from the Pennsylvania State University in 2005. He continued his legal education, earning his Juris Doctor from Widener Law School in 2009. After being admitted to practice law in the states of Pennsylvania and New Jersey in 2009, he was admitted to the Delaware Bar in 2010.
